Very hard. Most of Phoenix's water comes from the Salt, Verde and Colorado Rivers plus local groundwater, and it picks up large amounts of calcium and magnesium along the way. That typically puts hardness around 12 to 20+ grains per gallon — among the hardest in the country. Anything above 10 grains per gallon is considered very hard, so a softener makes a real difference here.
